DNS not updating correctly

http://www.thelibrary.co.cc/galumpy/index.php has been down for a
couple of weeks, and is back up now. I can get to it on my phone
(Sprint) but cannot hit it from behind my LAN. How long does it take
for the public DNS servers to refresh their records? The site has been
back up for a couple of days already.
