Would like to manage the DNS settings

Google! Everyday you are getting better and better.. I like the idea
of providing Open DNS resolver. I am currently using OpenDNS and I
love the fact that I control what sites can be accessed via my network
using settings.

Looks like Google DNS currently doesn't offer that feature. I will
switch to Google DNS when they provide me the feature to filter/block
sites

We have no plans to block, filter, or redirect domains as we want to make sure we follow the DNS protocol specifications.

I think it's very wise of Google not to do this, this is not what DNS
is supposed to do.
For controlling internet access a proxy server or something like that
should be used..
