I am using a Dynamic Ip. Will Google Public DNS work for me?

I live in the United Arab Emirates where the ISPs use a proxy to block
some websites.

proxy1.emirates.net.ae PORT 8080

Will Google DNS work?

What should I put under internet setting in the IE under LAN settings?

I usually put the proxy there for better Internet speed

Instructions for using Google Public DNS can be found here: http://code.google.com/speed/public-dns/docs/using.html

Google Public DNS might not work with some ISPs that have proxies or firewalls.  I'd suggest you contact your sys admin for more information.

Dynamic IP is not the problem.

This is the problem. If you (have to) use a proxy, this proxy queries
its DNS for resolving the IP adresses of the websites you want to
view. So if you switch to Google DNS, your webbrowser will query this
DNS only once for the address of the proxy. But all subsequent
requests are made by the proxy's DNS - which you can't change.

If your connection also works without the proxy (i.e. the proxy is
optional), than you can use Google's DNS of course.

This is the place for setting up proxies only. You need to change the
settings of your network card (using e.g. the control panel). Please
see the instructions as posted.
