Dear Ashok,

This issue is close to my heart since my father cut his knee ligament when a motorcycle hit him on Karve Road, five years ago. It has taken PMC five long years to build an underpass at the crossing (Dahanukar Colony) since that time.

Question:

Is there any group in Pune devoted to working on road safety in Pune (within as well as on adjoining highways used by Pune-ites)? I recall that SPTM had launched a road safety campaign recently but I feel there needs to be a pressure-cum-study group working solely on road safety given Pune's rapid and haphazard growth with the road infrastructure not keeping pace. It could even be an alliance between concerned organizations. This group/team would maintain a constant focus on road safety statistics, ensure that corrective/preventive measures are planned and monitors their implementation on behalf of citizens.

e.g. See : http://headlightindia.org/ - webpage of a group formed by French nationals in Delhi (yes !) to promote road safety in India (yes!!!) after they lost a dear friend on Delhi's roads.

The answer is yes! I am part of SPTM and working on this initiative. We do work with Pedestrian First, Parisar, PMP Pravasi Manch and such and have had some success with regards to pedestrian crossings at major signalized intersections in Pune. Of course, there's a long way to go! The hardest part is getting PMC to execute. And that is made further difficult by knee-jerk reactions from politicians at city and state level. Instead of sticking to the Comprehensive Mobility Plan, they keep on proposing one flyover after another and PMC keeps saying yes. Just yesterday, there's a proposal coming from Dy CM to build a two-lane flyover from Chandni Chowk to Kinara Hotel on Paud Road.

And by the way, that particular underpass at Dahanukar Colony lies unused as predicted. Not more than 10% of people use it. Same result will be seen at  Kinara Hotel / Karve Nagar underpasses or Mrutyunjay Mandir / Kothrud Stand overpasses that are not yet open. Crores of money down the drain :-(

As an example of road safety statistics, please see the results of the ped safety inspection that SPTM recently conducted.


As you can see, there's only one intersection that we found to be satisfactory. And that intersection is the one where a ped subway plan was foiled by alert citizen groups few years ago!

We intend to work with different departments concerned - and there are more than three for three parameters - and will do this audit periodically.

This is good stuff! But didn't understand the ped lights working/needed column - what are the two numbers indicating?

Don't know what your plans are with this study, but would be good if you produce a nice report out of this (including, say, a detailed comparison of a good, medium and bad chowk - through photos or narrative of somebody trying to cross; some qualitative comparison with CMP goals etc.) and shared it not only with local media and leaders but also Benjamin (who surprisingly seems to have expressed an interest in Pune's walkability) and MoUD.

Thanks for the suggestions, Ashok!

The number of ped lights needed is 2 sets (1 red and 1 green per set) per road coming into the intersection. So for a T-junction, you need 6 sets, or 12 lights and for a chowk, you need 16 and so on. The working number tells us how many of these installed lights actually light up during the signal cycle.

The number of ped light sets has to be more than 2  i.e. 4 sets per road (8 lights per road) where the road has to be crossed in two segments, each having a different pedestrian phase. This is definitely the case in chowks where right turn is allowed.

What you are mentioning is not supported by the current signalling system in Pune, which has several significant limitations. SPTM has submitted a detailed proposal to revamp the existing system, which covers your point.

I was responding to Jayant's mail to Ashok - number of  ped lights needed 2 sets per road. Actually 4 sets per road required in most cases. Good that the point has been covered in SPTM proposal.

Just to make sure we are on same page, I assume what you meant is two sets for each half of a large road, ideally with a safe pedestrian refuge at the middle (which is not thought of in most cases), and ideally a staggered ped phase for two sections. Since such staggered ped phase is not there anywhere in pune i.e since ped phase at present is when all vehicular signals are simultaneously red (and the installed/working  ped signals are green) current system has only 2 pairs per road, not four.

Right! We are not trying to boil the ocean! Once we get good scores for a majority of junctions, we will pursue the staggered lights as well as getting away from current definition of per phase. It's already in our proposal, but needs citywide upgrade of signalling software followed by creation of ped refuges and both these things will take time.
