Neglect or Destruction of Public Transport ??????????????

Traffic Police have recently come up with another Anti Public Transport Measure. The ban on company buses from using the Hinjewadi Flyover. This is the  notification:
 

Pune Traffic Police have communicated that they have carried out a study of the traffic problems in Hinjewadi and a few reasons identified are inadequate space for roads in a previously Gram Panchayat area. The overbridge (flyover) between Hinjewadi and Wakad village is also inadequate for the traffic. Paucity of Public transport also forces the employees to use own vehicles.

 

Keeping in view the traffic carrying capacity of the roads in Hinjewadi, it is seen that major congestions occur between 8.00am to 10.00am and between 6.00pm and 8.00pm.The number of vehicles going towards Wakad in the morning and towards Hinjewadi in the evening is comparatively less and allowing such vehicle movement causes traffic jams.

 

To overcome these problems, following measures are being adopted on a trial basis:

 

1.

      During morning shift, between 8.00am to 10.00am, all vehicles going from Hinjewadi towards Wakad will be banned from using the Overbridge (Flyover) in the Wakad chowk.


2.

      Between 8.00am to 10.00am and 6.00pm to 8.00pm, all company buses and heavy vehicles will be banned from using the road between Shivaji chowk- Hinjewadi- Wakad chowk- Wakad village.


3.

      All company buses coming to and going from IT park must use either Shivaji chowk- Bhumkar Vasti – Kala Khadak route or Mezz9- Marunje T junction- Bhumkar Vasti- Kala Khadak route.

 

These restrictions will come into effect from 24 Jan 2012 and will be implemented on a trial basis for 15 days. Final decision will be taken based on the study of feedback/objections received and the effect witnessed and all the citizens are requested to cooperate with the Traffic Police.



If true, this is indeed another shocking example of how the Traffic Police continue to target buses and large capacity vehicles in favour of personal auto vehicles. 

Instead of making provisions to help company buses which carry many more commuters, the buses are banned from using the shorter (and more direct route). The buses will now get stuck in heavy traffic and tempt bus users to go back to using their personal auto vehicles - thus making the problem worse.

We hope IT companies in Hinjewadi will record their strong protest against this totally wrong decision made by the Traffic Police and lift their restriction on company buses.

I wonder whether u can find out the number of cars and buses ( and by inference people) who use this flyover during morning and evening ( or shift) peak hours 
so that we can make a mathematical case as to who should go above the flyover and use how many lanes and who should go below the flyover and suffer prolonged red light 
do they have three lanes each or two lanes each on the flyover

Even in Mumbai it is same. Traffic Police think that it is their duty to ensure movement of private vehicles. Mass transport and pedestrians are not counted.

The flyover has one lane in each direction.

The mathematical case is very simple. A car will have max 4 people. Two cars can fit in a place of a bus, so a max of 8 car passengers as opposed to 30+ in the bus.

I talked with the concerned API and PI last week and asked them to conduct an experiment where the cars are banned and buses are allowed, before finalizing any permanent change. Hopefully they'll do that.

You are right and they should do the survey but highly unlikely that they will ban cars and allow buses only because the car lobby has a big clout. But you are right of course.

Really simple maths does not help, we need actual PPHD and modal split
to make sense of this - and this should be both peak / off-peak
figures for specified direction. Junctional capacity is calculated as
through-put at a junction, eiether side of the flyover will be a
junction at some point - problem may well be there, almost always is
(other than bringing too many vehicles too quickly over the flyover to
those junctions which now are saturated).

If they have done a study, why not just publish the findings through a
paper so we also know what methods were used?

PTP would not understand a single word of what you said :-(

PTP often claims to design traffic controls based on traffic flow, but that's humbug. Harshad had put in a few RTI queries asking for the details and there were none!

dr adhiraj has made some clear and obvious and valid points. 
first let me be clear that two cars cant go into one lane which is 3.5 m wide and most cars are 2 m wide. 
we need to do the study primarily during phpd 
and while one bus is equal to 3 cars, we observe that if we allow steady state driving  which is possible if properly designed then two buses will be equal to 5 cars. 
but more than that we should encourage the buses rather than cars and when we such opp we should not miss to promote the buses rather than cars 
that is the critical issue from all angles. 
it will mean a bus lane and we should make it work from before the flyover to after the flyover , I am shocked that they built a flyover with a total of only two lanes . there was no acute shortage of space, they should have at least 4 lanes ( 2+2) 
in any case, they should publish their study findings

Hi All,

Few months back there was article in "Maharashtra Times" that Hinjewadi flyover is incorrectly built, so it will be demolished and new flyover for Bangalore highway would be constructed, while traffic to Hinjewadi would pass through under new flyover. (I couldnt find the link now).
Imagine the situation when this work begins!!!
