ITB No. 111415
Removal of WiFi Equipment on City Property
Proposals Due: February 23, 2010 By: 2:00 pm

This addendum provides changes to the specifications for the above-entitled project to be considered by each respondent. This addendum shall be included in the proposal and, when closing the contract, will be a part thereof. Any changes made by this addendum to said specifications offset only the portion of the words or paragraphs specifically mentioned herein, and the balance of the specifications remain in full force. It is the responsibility of all respondents to conform to this addendum. The following are
the changes made by this addendum:

Attached please find updated equipment location list for the WiFi System Components. Please replace list provided in ITB 111415, dated February 10, 2010 with the attached list.

Question: In section 3.1 General requirements it states: "Lastly, Proposers are required to be qualified to work in close proximity to high voltage electric lines and conduct such work in accordance with state and Federal safety regulations and laws." Would you please explain exactly what this requirement is?

Answer: Most of the equipment is located on City streetlights. These streetlights are typically located in what is commonly referred to as the "electrical space." This means that anyone who operates in this space is operating near high voltage electric lines and should conduct any work in this space in accordance with State and Federal safety regulations and laws associated with such space.

Question: The RFP states that it is the removal of WiFi equipment from city property. Most of the sites listed are PGE sites. Will all 645 sites be removed?

Answer: Yes, The City is bidding to have all the sites removed. While most of the sites are PGE poles, the equipment sits on City street light arms.

The addendum also included a complete list of locations of all hardware with lats and longs. Very lengthy list…

The MetroFi site map will be handy for AT&T, T-Mobile, Verizon or
Sprint when they install WiFi/Femtocells in those same spots.

I will note here that the list is basically what MetroFi gave to the
City and was not significantly verified by the City. My experience
from having driven under every SkyExtender in town in December 2007 is
that the list is somewhat crappy. Also, given its length, I am not
sure it is even complete. I intend to reconcile my data with the
published list in the next few days.

Stay tuned to this channel. A re-revised list is apparently in the
works, based on my alerting the City that the project manager doesn't
know wtf he is doing. *Sigh*
