PS needs to decompress the file in order to edit and it shows the
decompressed size. 51.5 MB is exactly 6000x3000x3 Bytes (3 for each
pixel color).
If intend to edit your panorama you should stitch to TIFF, not to JPG.
JPG is a compressed, lossy format and you loose quality by recompressing
it from PS. Adjust your final file size in PS Save to Web dialog.
