Can someone help me locate a brand new PSP that is running any
Official Firmware that is under 4.01?

Your best luck will be to watch Ebay especially if you intend to modify it
which I am assuming you are.   You could also try going to your local game
store and check out the firmware on the systems that they have.   They are
ussually more than willing to show you what firmware they have on them
becuase they are trying to get your buisness.
