Have you enabled reports in the 'information to gather' on the control panel?
Does sending the activation SMS have any effect? Are you sure the device in question has a network connection - 3G or wifi? Is the device in question moving around? Location changes may prompt Prey into running. Check the logs with catlog, search for com.prey & see if any messages indicate it is crashing etc. When you change from 'on demand' to 'interval' the device will need to check in to get this instruction change, so wait for at least 2 cycles before assuming it isn't working.
