Hearings on HB 2560 (attached), the Governor's Tax Plan, have been scheduled in the House Taxation Committee next week (proponents Wednesday, opponents Thursday).  It is essential that we coordinate testimony - so please contact me if you are interested in testifying.

Yes.  I'm happy to review if you like.  The key is that the Governor's plan would limit the historic tax credits to corporate filers - and would seriously affect the program because the vast majority of historic tax credits get passed to individual filers.  We're also waiting to see how it affects privilege and premiums tax.

Jeff:

Senator Vicki Schmidt is on the Senate Taxation Committee, which has yet to introduce a bill of its own or hold a hearing on the Governor's bill.  I'm out of pocket today - but if you'll call me Monday (I'll also be working Sunday, too) I can give you some talking points.  The main thing is to let legislators know that your project would not have happened without the state historic tax credits - and that the Governor's plan would essentially kill the program by eliminating the ability of non-corporate filers to claim them (the vast majority of credits are claimed by individual tax filers).

Christy, I would like to use the Sacred Heart School project that leveraged the Credits that got a $2.00 return for every $1.00 of Credits from the State. In addition Sec. of Commerce George was the Chairperson of the Campaign. What do you think.

Thanks.

Tax Credits
This afternoon, House Republican Leaders announced  more details on their tax reform plan.  According to a Wichita Eagle summary, the plan would "keep existing tax credits," although the Eagle reported yesterday that the House plan would "phase out deductions and credits, including the historic tax credit, gradually."  We will not know the plan's effect on historic tax credits until the Bill is available next Tuesday or Wednesday.  We will report back when we've had a chance to review the bill.

For a Wichita Eagle summary of the House Plan, see http://www.kansas.com/2012/02/10/2211157/kansas-house-republicans-issue.html
For a Wichita Eagle article on historic tax credits (with a summary of yesterday's House Taxation Committee hearing), see http://www.kansas.com/2012/02/09/2210022/wichita-advocates-to-keep-tax.html

State Preservation Statute (SB 329)
The Senate Committee on Local Government will "work" Senate Bill 329 on Monday.  The bill would allow local governments to opt out of state preservation statute reviews.  We will report after the meeting.
