We learned yesterday that the Senate Committee on Local Government had scheduled a hearing this morning on Senate Bill 329 (see attached), a bill designed to allow local governments to opt out of state preservation statute reviews.  Among the bill's proponents were Chanute Main Street, Chanute Attorney and former legislator Edwin Bideau, Chanute businessowner Ken Matney, the Kansas League of Municipalities and the Kansas Association of Realtors.   I attended the hearing and presented testimony (see attached) from Linda Glasgow, President of the Kansas Preservation Alliance, which opposes the bill because the current statute already allows for local controls.
 
Deputy SHPO Patrick Zollner provided neutral testimony on behalf of the Kansas Historical Society, making the following points:
 
Local governments already have the final say in preservation law reviews
The SHPO has agreements with many communities to carry out reviews at the local level
The SHPO's average turnaround on reviews under the state preservation statute is 4 days
93% of projects reviewed by the state are approved outright
98% of projects reviewed by CLGs with agreements to carry out review at the local level are approved outright

Thanks Gary!  Would you also be willing to submit written testimony on HB 2560 (the Governor's plan)?  You could provide summaries of your projects, including the Besse, and talk about the importance of the program in making these projects happen.  The committee meets Thursday and we'll give copies of testimony to the secretary tomorrow.  If you would send to me, I can print and deliver.
