Installation Package Error

Hello.

my problem is this error msg on clicking setup file : -

-- This installation package could not be opened.
-- Verify that the oackage exists and that you can access
-- it, or contact the application vendor to verify that it is a
-- valid windows installer package.

I run xp with latest sp installed.

This problem is with EVERY download
link that i have been able to find and access.
I have also tried torrents and these dont work
either.

Some help please.
