Mr Festus Mogae, former President of Botswana and chair of "Champions for an HIV-free Generation", has written to President Museveni of Uganda asking him to put a halt to provisions in Bills currently before the Ugandan Parliament. The "Anti-Homosexuality Bill" makes it a punishable offence if a person is convicted of "aggravated homosexuality".  The "HIV and AIDS Prevention and Control Bill" creates HIV-specific criminal offences.
