As per my understanding:

Project goals are decided by higher management so A and E are not the answer.
"Interesting Job" does not make any sense, so I will eliminate option C too.
If A and C are not the answer then D is also not the answer hence B is the only one left and make sense to me as: If the team is involved in developing the tasks (WBS) they will be committed towards producing the results too.

Pleas share the correct answer?
