Finish to start is the only logical choice as until you don't have "ALL" the attendees presenting the lecture does not make sense.

Whats the correct answer as per the book/Website?

My answer is : Start-to-Finish C.
Reason:  "task to start the lecture presentation in a ****** settled time ***** " As an organizer, PM dont want to wait until attendees get  settle and then start presentation which increases delay in presentations. So as to make all presentations within time schedule and avoid un-necessary waste of time.

At the onset it appears to be a simple Finish to Start but as SivaKumar highlighted the caveat of settled time; which means it was planned for to start at a time. So I lean on Start to Finish as well.

FS - successor will start only after the predecessor activity is finished.

Can't settled time be between "receive the attendees" and "present the lecture"?
