Is it possible to have point rollovers? If the cursor is over point A
with a value of 1.38 I'd like a small popup displaying that. Is this
possible with plotkit?

It would be possible, it's not currently supported.
The only libraries I know of that support it at the moment rely on flash to plot (YUI for instance).
PlotKit's usage of simple DOM manipulation make it preety much unique.
