Please help me to appear the Flag Image in Plone 3.1.1.

I am now using Plone ver 3.1.1. I am now facing a problem. In my
webpage, I provide 4 language Vietnamese, Thai, Cambodia/Khmer,
Laotian, Burmese, Chinese. In this case, in the flags which is used
for changing the localization language, All the flag pictures except
Burmese flag picture appear. I've tried many days in many where in
Plone. But up to now, I cannot solve this problem. I put the Burmese
flag into the two folders (C:\Program Files\Plone 3\Python\Lib\site-
packages\plone.i18n-1.0.4-py2.4.egg\plone\i18n\locales\browser\country-
flags) and (C:\Program Files\Plone 3\Python\Lib\site-packages
\plone.i18n-1.0.4-py2.4.egg\plone\i18n\locales\browser\language-flags)
in which there are all flag images.

Please can someone help me to tell the way to solve this problem?
