refdb and locdb for version 0.09

Hi,
 
Are versions of refdb and locdb available for version 0.09? The links in the documentation don't work (e.g. http://atgu.mgh.harvard.edu/plinkseq/dist/resources/hg19/v1.09/locdb) and I don't believe the documentation describes the new format for the locdb or refdb, so I can't make my own file.
 
I apologize if this is out there somewhere and I just haven't been able to find it.

Is this resolved? The link is still broken, any other place we can download locdb for version 0.09?
