Error across multiple websites

When I try to add an event, or view an event, I get the following
message:
Undefined subroutine &utf8::is_utf8 called at /usr/lib/perl5/5.8.0/CGI/
Util.pm line 251.
This apparently just started happening today. I appreciate the help.

Hi,
This looks like an issue with the perl installation, possibly also
with the cgi library. Do you know whether your web host changed perl
versions recently?
