Not sure what is causing that, but it is simple to workaround.  I assume
that Plans is displaying correctly, or at least good enough without the
missing file being logged.  Using a Paint program like Windows Paint,
Irfanview, Paint.NET, create a 1 pixel x 1 pixel gif file that is a single
white dot.  Save it as  throbber.gif   and copy it in to your web server's
/cgi-bin/ folder.  Now that the file is no longer missing, it will not be
logged, and since it it so small in size it will not affect the display.
