Windows binary revision 240

Hi Guys

I packaged a Pinguino IDE release 240 as binary file for windows.

Some bugs should be corrected:

- bootloader crash for 8 bits system ( PyUSB problem ).
- Updated 8 and 32 bits libraries from revision 208 to revision 240

I need beta tester for this release before publishing it.
