can't import from delicious

I followed the instruction on setting page, "Import from
del.icio.us" , but couldn't import the bookmarks. The URL link
"https://api.del.icio.us/v1/posts/all" led me to page "Sorry, Unable
to process request at this time -- error 999. ". Is this really
temporary, or out of link?
