updated pinax-project-account

I've taken a pass updating pinax-project-account.

Obviously releases are needed of django-user-accounts and some of the
other apps and themes before we can actually do a release of
pinax-project-account, but this should provide a better example of the
new way forward in Pinax where there is no "pinax" repo to install
but, rather, you use Django 1.4's startproject --template to select a
starter project.
