Error DirectX 9.0c with connected PICkit 2

This is posted in the Microchip Forum. It is reported long ago that
PICkit 2 interfered with Direct X (related to gaming and other things)
but the solution is only found recently.

However, I am not convinced that it is a PICkit 2 firmware bug.
To me it is more like a Microsoft Direct X 9 bug. I've checked
Vista SP 1 with Direct X 10 and it is okay.
