Passenger can't find Rails when using REE

I am using the latest Passenger and REE on Ubuntu 8.04.
If I run Passenger without REE my sites load and run just fine. When I
switch over to REE, Passenger complains that I don't have the Rails
2.1.0 gem installed.
Anybody noticed this? Found a fix?
