304's with Stylesheets and JavaScript Files

Greetings.

I'm consistently getting 304s for my stylesheets and Javascript
files. What usually causes this? I'm at a bit of a loss how to
diagnose the problem.

That's the correct behavior, your assets are being cached by the
browser.

And at this time, I'm investing why a new setup is sending 200s
instead of 304s.

Hmm... that sort of makes the situation I have more confusing. If I'm
getting a 304 and that means the asset hasn't changed, why then aren't
the assets being used? If I manually enter the address in my browser
(e.g. http://localhost/appname/stylesheets/foo.min.css), I get a 404.
However, Apache says 304 in the log.

Did you ever figure out why your assets are giving you 200's? It
looks like I'm getting that situation too.
