Try Phusion Passenger from the git repository. This problem should
have been fixed and the fix is scheduled to be included in the next
release.

I just installed from the git repository, and I'm still getting it.
It happens with Passenger but not with Webrick. I'm on Ruby 1.9.1,
Rails 2.3.3.

This is a problem in Ruby 1.9.1. I'm currently advocating a patch:
