It is a permission problem. Ruby "helpfully" reports file not found
even when the actual problem is that it cannot access the file.
Please check that the user your program is running under has access to
the Phusion Passenger Ruby library files. Most likely, your app is
running as a user other than 'syslogtest', and that user cannot access
/home/syslogtest.
