New 0.4 working branch

Hi guys,

Mario and I decided that it would be better to work in branches in
future and therefore we added the 0.4 working branch in which we
suggest to implement most significant changes but though keep the
0.3.3 branch for smaller upgrades like updating filter rules.

Would this be the place to rework the filter storage part?
