A gradient idea would work, another way to do it is to create a
selection of the top half then heavily feather the selection then bring
up the levels and adjust the middle slider until the desired effect is
achieved. When working with jpegs or Tiffs in PS don't forget you can
always create a Layer via selection then work on that.
