Did Eclipse change the emulator for testing in Windows?

I started up a new PG project in Windows. When I went to choose Run As > Android Application, the console complained, "Could not find projectName.apk!"

Normally, the emulator just starts up and displays the project. Did something change to make the emulator appear in a different way?

Eclipse Java EE IDE for Web Developers.

Version: Juno Service Release 2
Build id: 20130225-0426

Looks like my problem is:

"No Build Tools installed in the SDK"

This problem was resolved. Eclipse had prevented the update from finishing, so I shut down Eclipse, went to the android-sdks folder and double-clicked on SDK Manager.exe to complete the install. After starting Eclipse, the process worked fine again.
