That was the error I got when building a new project in Eclipse on Windows, doing a right-click on the project, and going to Run As > Android Application. Obviously, my chosen AVD, Nexus 7, did not open.

I changed the CPU/ABI's arm7 to MiPs in Window > Android Virtual Device Manager, and that solved it.
