Layout Mockup Tool

I'm looking for a tool (maybe like Visio, but more web focused) that does a good job laying out a site.

What do people use generally?

Might be a little too crude, but MockFlow(http://www.mockflow.com/) has been getting some buzz lately.

I tend to use Omnigraffle just cause my office can get licenses
easily. The YUI Stencil kit is also a handy companion to whatever tool
you end up using http://developer.yahoo.com/ypatterns/about/stencils/

I would second the recommendation for Balsamiq.  In addition to being a pretty cool product, the vendor is very cool to deal with (my recommendation is only partially influenced by their having provided me a free license).

I never used it, but I've heard www.protoshare.com is quite popular.

I prefer paper prototyping but I guess it depends on your
requirements. This is a good book.

Wonderful suggestion on Balsamiq.  I bought myself a license and blew the weekend building mockups.  It's such a fun tool, and I can tweet questions to @balsamiq, and they get answered within a few hours. :)

I like features of the tool but does anyone know if you can make it
less Comic-Sans-esque? That look always turns me off.

I think that's the point.  It's supposed to be "function over form".  You give the mockups to your designer to make them look cool.

You can, however, change the font to the "system font" (which is kinda Ariel or Helvetica, I suppose) via the View -> Use System Fonts.

Per the Balsamiq FAQ at: http://www.balsamiq.com/products/mockups/support#comicsans it's easy to change fonts, though they recommend staying with a hand drawn style.
