There is a short describing what you need to install to put the pyQWT
working. Read the follow link at the second topic.

If you are trying to install in a Windows machine I can not help too much.
I am a Linux user and I do not have Windows anymore.

There are some details if you have a Windows 64-bits.

you said pyuic4 pyphplot.ui -o pyphplotui.py
but in the folder you write pyphpot.ui
