P2P Trust Metrics (later/optional)

Just an idea to throw around.

I'm wondering if it might be useful to consider
extending the Phantom environment's usefulness
by considering protocol extension requirements
for tightly-coupled (but optional) support for
newer trust protocols designed explicitly
for P2P networks, such as EigenTrust.

If enough flexibility is left in the protocol design
then this sort of thing would not be difficult to
add later.
