Hi all!

I'm almost creating $SUBJECT while working on a new pgxn-utils version
with some cool features (well they are cool for me ":D ). I'm
wondering that could be nice to have that file, which store
information for both pgxn-{client,utils}, like git does with its
.gitconfig.

What do you think?
