Mark,
The plugins that pGina uses are actually .NET (C#) Assemblies that
implement a defined interface, and are loaded by a windows service.
The actual GINA and CP components of pGina then communicate with that
service at runtime to submit (and then effect logon with) user
supplied credentials.
More likely useful for you, would be to consider writing a pGina
plugin that does the domain controller centric stuff you're existing
provider does, and moving to pGina, or considering whether the domain
stuff you are doing is general purpose enough to perhaps submit as an
improvement/option in pGina itself.
So this begs the question - what is the domain controller centric
stuff you're doing? :)

us know what your doing in your own custom provider! We love to hear
