Video Camera Works to Disadvantage of Police

The Allegheny County District Attorney is accusing two Pittsburgh police
officers of wrongfully arresting two men and is alleging that one of the
officers stole $700 from the pockets of one of the men.

Officer Ken Simon is charged with felony perjury and misdemeanor theft
as well as official oppression, unsworn falsification and other crimes
in the July 7 arrests of Tim Joyce and David Carpenter at a North Side
car wash. Charged with official oppression and unsworn falsification was
his partner at the time, Anthony J. Scarpine. Prosecutors said he will
be charged by summons.
