[perl #43165] [TODO] replace dual Artistic/GPL license with Artistic 2.0 only

Now that the OSI has completed the approval process on the Artistic
License 2.0, change the license of Parrot for the 0.4.13 release.

Since the Artistic 2.0 allows relicensing under any pure copyleft
license (which includes the various versions of GPL and LGPL), the
effect of the dual licensing model is now handled by the Artistic 2.0
alone. The files:

LICENSES/Artistic
LICENSES/gpl.txt

change to just:

LICENSE

which is a copy of the Artistic License 2.0.

The README file also needs to change to reflect the new license.

"This code is distributed under the terms of the Artistic License 2.0
which can be found in the file LICENSE."
