Update to Threads/IO issue on Cygwin

Since all the tests were passing in the past, I
decided to play the CVS game to find exactly when/what
changed.

Good news is - nothing to do with Parrot
Bad news is - it means it was an upgrade to Cygwin,
which I also do on a daily basis. I have no way of
tracking down what changed but I could ping the Cygwin
list if anyone thinks it might help.

Well, there are probably releases which get used most. A daily update
always has some risk,
