CPAN doesn't like parrot's F<Configure.pl>, as it expects
F<Makefile.PL>. in order to conform, we should create F<Makefile.PL>
which runs with the expected style of argument passing. the file will
translate to the style F<Configure.pl> expects, and run
F<Configure.pl>.
