[perl #41388] Parrot::Distribution doesn't exclude all external perl modules

Parrot::Distribution has a check for directories and files which are
exempted from the Parrot coding standards, however, some of the
external perl modules (such as Pod::Simple) are slipping through the
net. This needs to be corrected so that we aren't checking non-parrot
perl code.
