Currently if the user has bison or flex that's too old, he won't be told,
and will simply find that a maintainer build fails.

Configure.perl should check that flex and bison are adequately modern to
handle the imcc grammar and lexical scan.

Currently required versions:
flex 2.5.33 (or higher)
bison 2.2 (or higher)
