[perl #37684] [RFE] Give parrot a -c-like option

It would be somewhat helpful if parrot supported an option like
perl's -c that verified the code was compilable but did not execute it.

This may be the unix equivalent of:

parrot -o /dev/null foo.pir

But having a command line option would give us more portability.
