[perl #39663] [TODO] perl coding standards

Need to:

1) Decide on perl coding standards (stealing from PBP)

2) implement a .perlcriticrc file that enforces the rules we decide on.

3) add a test (probably not run by default) that prints out all the
files that fail to conform. (Using Perl::Critic)
