Any tools that insert messages like this in generated files should
include a timezone, even if it's GMT/UTC. In fact, perhaps it should
explicitly always be that.

Generated files are checked for timestamps which use GMT/UTC in t/
codingstd/gmt_utc.t. config/init/defaults.pm was updated in r17923 to
generate a GMT timestamp and now the gmt_utc.t test passes. Closing
the ticket.
