[perl #39842] [PATCH] Win32 PLATFORMS update (r13309)

Attached patch updates PLATFORMS with the number of failing tests on my
Windows XP box with Visual C++ 7.1 and Visual C++ 8.0, at r13309.

My setup is:

Windows XP SP2
Windows Server 2003 R2 Platform SDK
Microsoft (R) 32-bit C/C++ Optimizing Compiler Version 13.10.3077
for 80x86
Microsoft (R) 32-bit C/C++ Optimizing Compiler Version 14.00.50727.42
