Business::ISBN::Data now handles the RangeMessage.xml file

I updated Business::ISBN::Data thanks to a patch from Daniel Jakubik.
As I was verifying some info, I noticed that the ISBN Agency now
supplies the data as RangeMessage.xml. I've not noticed that file
before.
I've modified Business::ISBN::Data to read from that file and included
that latest version in the distro. Additionally, you can tell the
module to use a different version of that file by setting the
ISBN_RANGE_MESSAGE environment variable.
I know some people on this list use the module and would appreciate any
feedback, especially if I missed some edge case.
