Asking permissions for Exporter and Shell modules

Back in 2006, dual life for the Exporter module was started after some
discussion at P5P.

Sometime ago rgs added me to Porting/Maintainers.pl

So I would like to request permission to upload to CPAN authorized
releases of this module.

This involves two modules:

Exporter
Exporter::Heavy

The same things goes for the Shell module (line 776 of Porting/Maintainers.pl)

Done.

Exporter and Shell are owned by P5P, and Exporter::Heavy is owned by
NWCLARK. I acted as them to give you co-maintainer bits.
