Hello

I am a maintainer of Text::BibTeX, but I need to be the primary
maintainer of it to give maintainer bits.

Is there any way to do that without bothering the primary maintainer,
that doesn't use Perl for more than 100.. erm.. 10 years?)

I think I've fixed this. AMBS and GWARD swapped modulelist and co-maint
permissions. Alberto should now be able to assign con-maintainer
permissions.
